What to do when a tree fallsScotch Plains used to be the local outlier — no tree ordinance at all. That changed on 20 May 2025, when the Township Council adopted Ordinance 2025-15, Tree Removal and Replacement, under the NJDEP requirement that every Tier A municipality control tree removal to cut stormwater runoff. It brings a Tree Removal Application for street trees from 2.5 inches across, a permit for development work, a replacement schedule scaled to trunk size, and fines up to $2,000 a tree.
One thing to know before you search for it: the ordinance is not in the published Township code. The online code still runs to December 2024, so looking it up returns nothing and it is easy to conclude there is no rule. There is. What the ordinance does not spell out cleanly is the ordinary case — its application language is written around street trees and development rather than a backyard tree on a private lot — so for those we confirm the current requirement with the Township rather than guess from the text.
