Summit’s Tree Permit — Know the Current 12-Inch Rule
Summit changed its tree rules recently, and a lot of homeowners — and even some tree companies — are still working off the old numbers. The city repealed and replaced its tree ordinance (Chapter 29) in June 2024.
- You need a permit before removing any private tree 12 inches or more in diameter (measured about 4.5 feet up the trunk) — down from the old, higher threshold.
- Applications go to the Department of Community Services on Springfield Avenue; an inspection happens within about 10 business days.
- An approved permit is good for one calendar year.
We keep up with this so you don’t get caught out. We’ll measure your tree, tell you whether it crosses the 12-inch line, and explain what the city’s inspection will look for — before any cutting. Filing the application is on you; we don’t file permits. But you’ll have the current rules, not last year’s. Summit’s ridge-top canopy is some of the most mature in the area — big estate specimens and dense street trees alike. Here’s what’s on local properties and what threatens each.
White Oak — Quercus alba
The signature estate tree across Summit’s higher ground. Vulnerable to oak wilt in summer and to root-zone compaction when construction reaches an old lot — upper-crown thinning and bark seeps are the early warnings.
American Beech — Fagus grandifolia
Heritage specimens on the Reeves-Reed Arboretum grounds and the older estates. Under double threat now from beech bark disease and the newer beech leaf disease, both spreading through New Jersey — smooth-bark splits, canopy thinning, and dark-banded leaves are the early signs.
Tulip Poplar — Liriodendron tulipifera
Tall, fast, and soft-wooded — the storm-limb champion on Summit’s older estate streets like Glenside Avenue. Co-dominant stems with included bark drive a big share of the city’s emergency calls.
White Ash — Fraxinus americana
Emerald Ash Borer, confirmed in New Jersey in 2014, has hit Summit’s ash hard. Thin crown, low trunk shoots, and D-shaped exit holes mean the treatment window has passed — removal is the safer call.
Red Oak — Quercus rubra
Common throughout the city’s neighborhoods. Susceptible to oak wilt and bacterial leaf scorch, both present in the area; sudden mid-summer crown wilt is the call-us sign.
Sugar Maple — Acer saccharum
Classic estate and street specimens. Sensitive to drought, road salt, and soil compaction, which drive crown dieback and call for staged management rather than panic removal.

Wayne’s crew arrived as promised and removed a massive sick white ash that was in the middle of a grouping of bushes surrounded by a stone wall. The lawn was covered with plywood to protect from falling debris. The front windows were also shielded since the tree hunk over the roof. They were very careful in the placement of their bucket truck and how the limbs were carefully lowered to the lawn. It took most of the morning and into the afternoon to remove and clean the property. We were thrilled with the care that was taken to protect our home.
Second time using Wayne’s - they came and ground out a stump in the front yard. Came on time, were quick about it, cleaned up, and even spread out some seed mix and told me to keep it damp. I kept it damp and now you can’t even tell the tree was there at all. First time using them was to take down an 80 foot tall oak - WOW! They’re very good at what they do!
